You ask three Chinese factories to quote a custom control board. One comes back at $2.10 per board, one at $4.80, one at $8.50. Same schematic, same stated function. So the cheapest one wins — right?
This is the question every buyer of custom electronics faces, and the answer hides in how PCBA pricing is actually built. A PCBA is not one price. It is four prices added together: board fabrication, components, assembly, and testing. Each one is negotiable in a different way, and each one explains part of the gap between quotes.
The four cost layers of a PCBA
Board fabrication. The bare PCB cost is driven by layer count, board area, and finish. A simple two-layer board is cheap; four or more layers, fine-pitch traces, or special surface finishes push it up. Material grade matters more than buyers expect — FR-4 is the default, and higher Tg or halogen-free laminates cost more.
Components. This is usually the largest share of the total, and it is the one with the least room to negotiate. The price is set by the market, not the factory. If you use widely stocked parts, component cost stays low. If you specify a rare connector or a lead-time-heavy IC, the price jumps and the schedule stretches.
Assembly. This is the labor layer: stencil, solder paste, placement, reflow. It scales with the number of components (pin count) and the number of boards. Assembly is where the unit price drops hardest as quantity rises.
Testing. Functional testing and firmware loading are often quoted separately. A factory that quotes a low board price and leaves out testing is not giving you a discount — it is giving you a different scope.
The hidden line items that change the total
Beyond the four layers, a set of one-time and recurring items quietly moves the total. Stencil cost is the most common. The solder stencil is a one-time tool, and some factories fold it into the first order so the unit price looks lower. Ask for it as a separate line and reuse it on the next order. The same logic applies to test fixtures and firmware programming jigs.
Packaging is another quiet item. ESD-safe packaging, moisture-barrier bags with desiccant and humidity indicators, and any custom labeling add cost that is rarely in the headline. None of these are unreasonable — they are just worth seeing in the quote.
The other hidden item is the risk you carry yourself. If a factory does not test, or tests only a sample, defective boards arrive at your assembly line and the cost of rework lands on you. That is why the cheapest quote is not automatically the cheapest board.
What drives the quantity discount
The biggest lever on unit price is quantity. A small batch — a few hundred boards — pays for setup across few units, so the unit price is high. As volume rises, setup cost spreads, and component purchasing gets better prices. The curve is not linear: the jump from prototype to 1,000 units is large, and the jump from 10,000 to 100,000 is much smaller. Ask for three price breaks before you assume “economies of scale” will save you.
How to make quotes comparable
When two factories quote “the same board” at very different prices, the first thing to check is scope, not honesty.
First, ask for a line-item quotation: board, components, assembly, and testing listed separately. Without this, you are comparing totals that include different things.
Second, define the BOM clearly. Send a bill of materials with approved part numbers. If you let each factory choose components, you are comparing different boards wearing the same name.
Third, agree on testing. Confirm whether functional testing and firmware loading are included, and what a failure costs you at incoming inspection. The cheapest quote that skips testing is the most expensive board you will ever install.
Fourth, check the stencil and tooling. Many factories fold one-time tooling costs into the first order. Ask for these as separate line items so you can see them and reuse them on the next order.
Three mistakes that inflate the total
The first mistake is comparing totals without the BOM. If the component list is not fixed, the quotes are not comparable, and the gap shows up later as quality or schedule problems.
The second is ignoring tooling and NRE. Stencil, test fixtures, and programming setup are real costs whether they are shown or hidden. Seeing them as line items tells you what the next order will cost — and whether you can reuse the tooling.
The third is skipping the incoming inspection. A few boards tested at the factory before shipment is not the same as sampling them when they arrive. Defects found at your door are your cost; defects found at the factory are the factory’s. A pre-shipment check moves that risk to the right side of the border.
When the cheap quote is the real deal — and when it is not
Low price is not automatically a red flag. A factory with high volume on the same materials genuinely gets better component pricing, and that shows up as a lower quote. The red flag is a low quote with no explanation, no test coverage, and no line-item breakdown. Two buyers can each say they bought “a custom PCBA” and have bought very different things.
